Building knowledge valorisation competences in the Western Balkans

Efforts to strengthen knowledge valorisation across Europe are increasingly focusing on building practical skills and shared methodologies, particularly in regions where transfer ecosystems are still developing. One recent example is a training organised at the Intellectual Property Office in Belgrade, Serbia. 

Over 40 participants from the Western Balkans, Hungary and Turkey joined the project training team to explore tools that could support them in achieving greater impact with their research outputs. The training included a strong focus on tools for ‘SHAPE’ (Social Sciences, Humanities and Arts for People and Economy) and support for modern IP assets originating from GLAM institutions (Galleries, Libraries, Archives and Museums). Throughout the day, discussions addressed improved management of co-creation activities, a better understanding of equitable access, as well as the use of AI in research and new AI-enabled digital tools. 

Participants included employees of the Serbian Intellectual Property Office (IPO) who shared their expertise on specialised topics such as compulsory licensing in times of crisis. Attendees also came from Knowledge and Technology Transfer Offices, Science and Technology ParksThe emerging Serbian KTO network was represented alongside individual researchers eager to learn how new tools can offer them a stronger role in knowledge transfer of their research for societal and economic benefit. 

This training also reflects a broader context across the Western Balkans, where countries are strengthening their research and innovation systems, including in view of closer integration with the European Union. In this setting, there is a clear need to support Knowledge and Technology Transfer Offices and equip practitioners with practical tools for knowledge valorisation. 

After this one-day introduction to the new toolbox, several participants expressed a strong interest in joining one of the ‘deep-dive’ online training sessions to become familiar with clusters of tools. This will allow them to focus more deeply on one or more of the three scenarios that IMPAC3T-IP covers: 

  • Classical Plus: which focuses on the licensing of non-traditional IP assets and outputs  
  • Crisis: which ensures equitable access to technology in times of crisis and provides flexible licensing solutions for urgent situations 
  • Co-creationwhich deals with IP involving complex partnerships with multiple owners and objectives.  

IMPAC3T-IP will be continuing its Academy roadshow. Multiple trainings are planned in the coming weeks:

  • Dublin, Ireland on 30 April 
  • Warsaw, Poland on 7 May 
  • Bucharest, Romania on 20 May 
  • Newport, UK on 8 June 
  • Barcelona, Spain on 17 June
