As Europe shapes its next research and innovation framework (FP10), the spotlight is rightly on impact, with a focus on ensuring public investment leads to real societal value. While budget and structure dominate the debate, practical mechanisms to plan and deliver impact must not be overlooked. Horizon Europe projects like IMPAC3T-IP and the Impact Licensing Initiative are helping fill this gap by developing tools, guidelines, and licensing models that integrate social value into exploitation strategies and enhance IP licensing for market uptake. These approaches can support a more inclusive, responsible R&I system that turns breakthrough ideas into broad, lasting benefits for Europe and beyond.
